The International Standard on Phytosanitary Measures (ISPM) No. 15, created by the FAO, regulates the wooden packaging used in foreign trade, and describes the phytosanitary measures to reduce the risk of introduction and spread of forest pests and diseases in the countries.
Compliance with this standard is necessary when exporting to the most industrialized countries, including those in the EU, as well as the United States, Canada, Mexico, China, Korea, Australia and New Zealand, among others.
Countries which require ISPM-15 have the right to deny entry at their borders to goods on pallets, boxes and wooden packaging that have not been treated, marked and certified in accordance with their regulations.
The European Union has incorporated the phytosanitary treatments of ISPM 15 into community legislation by amending Directive 2000/29/EC, which entered into force on March 1, 2005. In Spanish territory, it is the Ministry of Agriculture, Fisheries and Food (MAPA), through the General Directorate of Plant Health, the body that manages the register of companies authorized to apply the ISPM 15 standard.
To dunnage, containers, packaging or wooden pallets thicker than 6 mm. Those made only of technical wood (plywood, chipboard, fiberboard, etc.), or with materials that have undergone processes equivalent to heat treatment (HT) in their manufacture are excluded.
These certificates are a mechanism to:
• promote the sustainable management of our forests and ensure that the forest products that reach the market have been obtained from responsibly managed forests.
• fight against the illegal felling of trees, thus maintaining numerous ecosystems and the economic sustenance of the populations that live from the wood sector.
